The Beast's vote only counts as 1 when calculating banes.
Therefore, since a baner can protect someone from 3 wolves, the Beast's vote will act like a normal wolf's vote when calculating this, as opposed to the Beast having a 3-strong vote as before.
This helps the baners actually be a little useful but creates the possible problem of "untouchables" if they know what they're doing and can network efficiently to protect, say, a highly public scry.
ANOTHER OPTION: Compromise, the Beast's vote is 2.
